New fee to enter the green card lottery

The US congress has passed a bill that most likely will be approved by the House later this year introducing a new fee that all applicants must pay to enter the green card lottery. The size of the fee has not been determined yet but will likely be between $35 and $60 per application. The fee that will be collected from applicants that want to enter the green card lottery will be used to pay for a non-related immigration program that is estimated to cost 36 million dollars yearly, i.e. the new green card lottery fee must cover at least 36 million dollars a year. This will discourage 50-70 percent of all current applicants from entering the lottery, which again will push this fee much higher. If there are 50% less applicants to pay for the 36 million dollars that must be collected then the fee will double to meet this target, i.e. the fee could easy got to 70-120 dollars for each application, making even more applicants think twice before signing up. So this could easy be an evil cycle, where fewer applicants each year will push the fee up every year.
